Parallel event on Financing Social Protection at the margins of the Third Session of the Intergovernmental Negotiating Committee on the United Nations Framework Convention on International Tax Cooperation.
The International Labour Organization (ILO) is pleased to convene a parallel event to the Third Session of the Intergovernmental Negotiating Committee on the United Nations Framework Convention on International Tax Cooperation on the theme of financing social protection.
Invited experts will share insights on why the UN Tax Convention process presents a unique opportunity to boost the political will to mobilize additional government revenues to finance social protection. This parallel event will give the opportunity to Member States to exchange on the global, regional and national commitments on social protection financing necessary to expand the fiscal space for social protection. Panelists will share with participants national practices and collaborative approaches that have worked to expand social protection coverage and how to ensure that workers and employers contribute to social security, including for workers working remotely across borders and digital nomads.
The ILO event will explore how to include language to strengthen social protection and international social security coordination in the UN Framework Convention on International Tax Cooperation. Building on recent global commitments that highlight social protection as central to inclusive and sustainable development (e.g. FFD4, WSSD2), the ILO suggests that Member States commit to progressively extending coverage of social protection systems in line with UN human rights instruments and ILO labour standards. In addition, to address the difficulties faced by cross-border workers and ensure fair and sustainable financing, the ILO recommends that Member States cooperate internationally to guarantee that all workers and employers contribute to social security schemes, thereby safeguarding both workers' rights and the financial sustainability of social security systems and public finances.
